- Bachelor’s (or higher) degree or equivalent in law, economics, management or engineering or any other relevant area
- Preferably, at least 5 years’ general professional work experience
- Preferably, at least 2 years’ experience in contract management and procurement
- Experience in contract management and procurement through the complete lifecycle of at least 1 civil works project covering design, supply, construction, installation and commissioning of building, facility and civil structures’ is required
- Experience in design and civil works bid documents and contracts preparation and contract negotiations
- Experience and knowledge of all aspects of procurement cycle management, including knowledge of internationally recognised good practice procurement, and contracting processes
- Possession of certificates in procurement, contract management (FIDIC), desirably in any of project management, HSE and accounting as well
- Advanced decision making, problem-solving and time management skills
- Excellent knowledge of English is imperative

- Preparation of documents’ package for procurement of goods, works and consultants' services
- Organization and management of whole cycle of procurement processes with strict adherence to plans and schedules
- Evaluation of bids/proposals, conduct of post-evaluation, up to awarding of contracts including documentation of procurement events and proceedings
- Ensure that Contractors/Consultants/Suppliers comply with the policies, procedures and deliverables specified in the procurement documents and contracts, initiate steps to undertake contract amendment/s whenever necessary and recommend actions to address non-compliance
- Establishment and maintaining of an up-to-date procurement plan and records system
- Organization and participation in contract negotiations with professional contribution and dedication to interests of the Employer
- Preparation and drafting of various minutes and other documentation to facilitate the procurement, as well as contract management process
- Monitor and assess the performance of the contracts
- Management and control of all contractual issues, oversight on cash flows and work programs, render support in checking and approval of the payment certificates and invoices
- Review the claims and notifications and support Project Manager with professional recommendations and justifications in decision making
- Preparation of procurement and contract’s related reports and analyses and participation in development of consolidated reports
- Perform other tasks and duties, as may be assigned or required by office management
